The same people who are saying "The courts will save us" are the ones who said "Trump can't win", "Kavanaugh won't be confirmed", and "Mueller will fix it". They don't learn. People need to study autocracy and throw their institutionalist notions out the window.
Authoritarian leaders—and despots-in-waiting—have used emergency declarations to bypass legislatures and smash through democratic checks and balances. Putin, Erdogan, Musharraf, Chavez & Maduro, Marcos, etc. They all used it to consolidate power when they couldn't get their way.
Cannot stress this enough. Trump's declaration of an emergency to circumvent Congress is a BLATANT OVERTHROW OF THE CONSTITUTION. He does not have the constitutional authority to ignore the legislative branch and make up his own budget. HE MUST BE REMOVED IMMEDIATELY.
So, yes, today's sentencing memo could "speak" volumes. It could also serve as pardon bait. If Trump were to pardon Manafort for these crimes, Mueller could charge what they're sitting on.
