That "Wall" is literally a half inch off the ground, dig a foot and a half and you're through that wall. There are no cross beams in that would wall run into it with your shoulder and you're busting right through. Take a hammer and pry the bottom off and you're through....

Because the wall itself and ground nearby has motion and pressure sensors, slows them down, and is built so it is very difficult to repel down the other side without injury. Buys time for border patrol to get there
